Do you need a permit for foundation repair in Spokane?

Usually, yes. The local permit documents say permits are needed to repair a structure, and foundation repair is not on the exempt lists. Here is what each office publishes. Always confirm the details for your project with the office before work starts.

City of Spokane

The City's General Residential Permit Application quotes the residential code (IRC R105.1): a permit is required to "construct, enlarge, alter, repair, move, demolish" a building or structure. The form's list of exempt work covers things like small sheds, low retaining walls, flatwork, painting and tiling, small decks and awnings. Foundation repair is not on it.

When engineering is required

The City's current Building Services guide sheet SFR-20, "Engineering Required in SFR," lists pile or pier foundation systems, earth retaining structures and cast-in-place concrete retaining walls among the items that need engineering. That means stamped drawings and calculations go in with the permit. Pier-based leveling and some wall repairs may fall into these categories, so ask your contractor whether an engineer is part of the job.

Inspections and permit timing

The City's inspection procedures include footing and foundation inspections. Under the same document, a permit is treated as abandoned if work has not started within 6 months, and permits normally expire 12 months after they are issued.

Unincorporated Spokane County

Spokane County's permit exemptions handout (BP-25) also says permits are required to "construct, enlarge, alter, repair" a building, with the full exemption list in Spokane County Code 3.03.040. For emergency repairs, the County says the application is due the next business day.

Spokane Valley and Cheney

The City of Spokane Valley and the City of Cheney run their own building departments. Spokane Valley's residential permits page lists remodels and alterations as permitted work, and Cheney's building FAQ says permits are required to "erect, construct, enlarge, alter, repair" a building. Apply with the city where the home is located.

Who pulls the permit

The City of Spokane application lets a homeowner apply as an owner/builder. If you hire a contractor, the contractor usually handles the permit. You can check a contractor's Washington registration with the L&I contractor lookup.

Where to check

This page summarizes public permit documents and is not legal or engineering advice. Your contractor or the permit office should confirm what your project needs.
